Mark is enjoying his time on the Council, particularly with the big, thorny issues that have no clear-cut solutions. While he's keenly aware of the challenges on our horizon – rising demand for housing and public spaces, aging infrastructure that must be replaced, and the need to keep the City fiscally sound among them – he strongly believes the only real problem is the one you don't engage on. He also knows our opportunities greatly exceed our challenges
Mark got involved in San Carlos government after volunteering at Arundel Elementary School and learning first-hand the conditions under which teachers worked. Elected to the San Carlos School Board in 2001, he served for 10 years before successfully running for the San Carlos City Council in 2011
A retired financial executive who worked in the oil and gas, high tech and biotech industries, Mark has a Bachelor’s degree in Cell and Molecular Biology from the State University of New York at Buffalo, and an MBA from the Amos Tuck School at Dartmouth College. He grew up in Dobbs Ferry, New York, a small town just north of New York City on the Hudson River. He does not miss either the cold, snowy winters or the hot, muggy summers.
Mark and his wife, Barbara McHugh, moved to San Carlos in 1997, and have both been active in the community since then. Their son, Arthur, graduates from Western Washington University this month with a degree in history. Their daughter, Caroline, is studying music and history as a sophomore at the University of Glasgow in Scotland.
